open CLI, terminal, terminator;
$ sudo add-apt-repository ppa:lordnightcon/xfce4.8-weather-plugin
$ sudo apt-get update
$ sudo apt-get install xfce4.8-weather-plugin
or you can go to this site, download plugin, and install;
